Outlook appears to be downloading new email when the program is first started
but then I receive no notification for the email, nor do they show up in any
of my folders, so I know that I don't have any rules set up to send them
elsewhere besides the inbox.

What version of Outlook do you have?  What sort of mail account(s)?

I am using Outlook 2003 with a POP account.  I finally figured out how to
keep it from downloading messages from the mail server, but I still need to
find the messages that I lost.

Make *sure* that you don't have any rules acting on incoming mail.  Then
check View -> Arrange By -> Current View to make sure that your view is set
to simply "Messages" - perhaps your view simply isn't showing the messages
you downloaded.

Are you running any anti-virus or anti-spam software that scans your email?

I tried switching the view and nothing showed up.  The envelope in the lower
right hand corner isn't showing up either.  I am running Norton Anti-Virus
but it has never caused any problems like this in the past.

OK, let's back off a bit.  What is it that you're seeing that makes you
think that messages are being downloaded?  Are you seeing something like
"downloading x of y messages" in the status bar?  Unless you see something
like that, you're not actually downloading - Outlook may say it's
receiving, but that just means it's checking for mail, not actually
downloading it.

Yes it does say that is downloading a certain number of messages.  It will
finish downloading but then none of the new messages show up in my inbox.

Can you turn off Norton's message scanning?  From various posts to this
group, that appears to involve uninstalling Norton, then reinstalling it
without the mail scanning options selected.  I've not seen a problem like
this reported for Norton, but there have been other problems with it's mail
scanning, so I'd like to see if it could be the problem here.
