I have the same problem. Receive and Send work in Outlook 2003 as they did
in earlier versions. When I attempt to Reply, Outlook 2003 puts the message
in the Outbox. When I execute Send all or Send/Receive, Outlook goes through
the usual routine displaying the send receive process. It simply ignores the
reply message. It blocks send messages that were put in the Outbox after the
reply message.

One quick work around is to move the message to the drafts folder. Then open
the message in that folder and send it. Then execute the send receive
messages.

When the message is in the outbox and not sending, is it italicized or not?

I have since moved the offending message to the draft folder and then sent
it out. I have done this three times to clear 'sticky' messages. Now I have
none to check to see if the message is italicized or not. I'll keep an eye
out for the next time. It happened once last week. when it happens again,
I'll send you a message.

The message is not italicized.

Do you have any anti-virus or anti-spam software scanning your outgoing
messages?  If so, try turning off that scan and see if that fixes the
problem.

I removed Norton Anti Virus and Norton Anti Spam from my computer. I then
reloaded them. Previously, I did have the outgoing email virus filter turned
off. I noticed upon reinstallation that the Anti Spam also has an outgoing
filter. I turned that off too.

My email seems fine now.
