I use outlook as a user with no administrative rights, although I am really
the only user of my computer . I want to use Outlook also when I log in as
administrator, but I do not see how to import the data from the large Pst
file of the user identity. I only see how to import other programs. Probably
a stupid question.

Don't import it. In Outlook go to File-Open-Outlook Data File and
navigate to the pst file. In Control Panel-Mail there is an option to
change the default mail delivery to the new pst file.
