Pre-Addressed Message Macro

I'm new here, so please forgive me if this has been addressed before.

I am using Outlook 2003 running on Windows XP.

I would like to create a macro that I could put on a toolbar button
that will automatically open an email message already addressed and
already have the standard information in the subject line.

I know nothing about VB, and Outlook won't let me record a ketstroke
macro to do this.
