time/date stamp on email

i used microsoft outlook for email. i sent an email to another outlook user
and i wanted to find out if he's read it or not. is there any way to view the
time/date that the person reads the email ?

if you requested a read receipt and if the recipient uses a program that is
capable of replying, yes. otherwise, no.
