1) He should go to the sent folder, copy the body (Ctrl+A to select all,
Ctrl+C to paste in a new message) then he won't have the problem. It's
always risky in business to resend a message to a new party - if you forget
to remove a line or attachment it can be embarrassing. If he sends the same
message often, a template is in order.
2) How much time elapses between the steps when it works and when it fails?
Outlook has a known issue with draft copies - it sends the copy in drafts
not the one that you are working on, so if he putzs around before deleting
the attachment long enough for an automatic draft copy to the created then
sends it before the next autosave, the first attachment is saved on the
draft and sent. He should get in the habit of hitting Ctrl+S (or the save
button) after switching attachments. I think this problem was addressed in
SP2 though - so install it if it's not already installed. I do recommend
saving a draft manually if the attachments are of a sensitive nature
regardless. It's insurance well worth the cost of an extra keystroke.
