Is it possible with Outlook 2003 to send a PDF file as an attachment to an
email when using Mail Merge?

There are many 3rd party software for outlook that can help you with
this feature. I personally use Easy Mail Merge.  You can create a mail
merge and attach one file to be sent at each mail recipient. It has a
lot of personalization options and is vary easy to use.
