Try to create a new Outlook Data File in Outlook 2003 and make sure that the
format of it is Outlook 2003 (Unicode). Then drag/drop items from your
personal PST/PSTs to that new one.
By default if you just point Outlook 2003 at an Outlook 2000 file it will
still be in the old format and that means still subject to the old limits.

I was thinking of that but I have over two hundred folders I would have to
do one at a time, I am sure that would work. I recall way back when I was
using out look express I had to use the import option. I wonder if I created
a new 2003 PST and imported the info from my old 2000 PST if that would do
the trick and allow me to go over the 2 GB limit?

Import should work but it tends to have other unintended consequences
largely around properly importing dates and such.
If you're willing to put up with those kinds of issues then import will work
and will be faster.
For a cleaner and more accurate migration drag/drop is the way to go. Are
your folders in a nested hierarchy? If it's a matter of "Folder A" having
50 subfolders you can just drag/drop Folder A and all the subfolders should
come with it. That wouldn't be too bad.
