Email template header footer

I have created an email template and saved it as a *.oft file, how would I
set outlook to use this template whenever a new email is started.

I am using outlook 2003, windows XP home.

Outlook has no option to use an .oft file for all messages. You'd need to run it on demand.

is there any other way to create a header and footer for outlook ??

Outlook has no option to use an .oft file for all messages. You'd need to

I am not sure what you have in mind, since email messages don't really have headers and footer quite like documents do. Maybe a signature would be a solution.
