trying to email with outlook its saying interface not registered

i am using outlook 2003 with microsoft office i trying to email and a box
pops up saying interface not registered? can someone tell me how to register
the interface?

Start | Run

Type

Regsvr32.exe %Windir%\System32\Ole32.dll

and click OK.
