color-Formatting email subject text

How can I get Outlook 2003 to color-format text appearing in an email
subject field, before or after I send it?  For example, I'd like to have
important and high-priority emails that I send, display red text in the
subject field when recipients open their emails.

I'm thinking it's a Rules issues, but I've searched, and I've not been able
to find a Rules Action that allows for formatting subject fields.

You don't get to color the headers portion of your message.  You don't get
to control the recipient's software regarding how it displays the headers.
You can only color the body portion where you can use HTML (or RTF but that
format is not recommended unless sender and recipient are within the same
Exchange-Outlook organization).

If you send an overdue message it might show in red if the recipient uses
the right email program (set a due by date on it). Otherwise, you can't
control the looks on the other end, only yours with views.

My understanding is that it is possible to do this in Outlook 2002, using
the Rules wizard.  However, I'm using Outlook 2003, and it doesn't appear
that the option is available in this version.

Coloring items sent to other recipients has never been possible as it is a
client-side operation.
