"access denied"

Outlook 2002 SP2

I burned a CD of old Deleted Items to reduce the size of my .pst folder.

I now want to Restore this information, so I'm trying to Import this data.
I get an error message, "You do not have permission to open this file".  I
am the only user of this PC, and am the Amdinistrator (I think).

What do I do?
