The reason I had to repair or reinstall was that Outlook would hang in the
middle of receiving or sending a message and I could not exit the program
normally. I had to use Ctrl Alt Del.

The Task Manager (CTRL-Shift-ESC) is a better way to stop non-responding
tasks.

Did you try creating a new Outlook profile via Control Panel->Mail->(Show)
Profiles?
