Cropping a picture in Outlook Email using Crop Toolbar in outlook 2003

I have inserted a picture into  a new Outlook email.

I also have the edit-picture toolbar visible. It has a crop icon.

However when I use the tool to crop the image inserted in the email,
nothing happens.

Is there a way to crop the image in the create new email window?

The crop Icon allows you to crop images. the handles on the edges of
the image should be used to crop.
