Is it possible to do so from Palm in old computer to Outlook in new computer?

It would depend on the Palm software you are using.  Chapura's Pocketmirror
does this quite well.

If you have the handheld, sync it ionce to the Palm Desktop software, and
then to Outlook using Chapura Pocketmirror (www.chapura.com) or Pumatech
Intellisync  (www.pumatech.com)

Importing  from Palm Desktop to Outlook doesn't work well - you'd have to
export to another file format first, and you'd likely lose data.
