Open IE, click Tools>Internet Options>Programs, and make sure the News
drop-down contains Outlook Express.

Outlook cannot access newsgroups.  It used Outlook Express with the /outnews
command switch to read newsgroups.  The /outnews switch causes Outlook
Express to declare itself the "Microsoft OOutlook Newsreader", but if you
click Help, you'll see the "About Microsoft Outlook Express" at the bottom.

The msoeres.dll file is the location containing the skins for Outlook
Express that make it appear as the Outlook Newsreader or itself.  The
frntnews.htm data is the Outlook Newsreader welcome page.  The file
frntpage.htm is the Outlook Express welcome page.  You can see the pages in
Internet Explorer if you like by putting
res://C:\Program%20Files\Outlook%20Express\msoeres.dll/frntpage.htm or
res://C:\Program%20Files\Outlook%20Express\msoeres.dll/frntnews.htm
in the Address field, then clicking Go.  There are quite a few more HTML
pages in that DLL as well.

I seem to recall that when I received the message you saw, that I added the
string "about:internet" to my Local Interanet zone and that cured the
problem.
