How Do I get Outlook 2003 to recieve my mail from AOL.

I've tried syncing my AOL account to Outlook 2003 but my mail is never there.
Anyone know what my problem might be? If I open my control panel I notice
that the Aol settings manager is checked, meaning this is disabled, is my
problem here?
