May it be that you mean "Desktop" instead "Control Panel"? To recreate
the Outlook desktop icon go to
Start | Run | type "regedit" in the open field | OK
There navigate to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Desktop\NameSpace
and add a new subkey (right click on Name Space | New | Key) and name it
{00020D75-0000-0000-C000-000000000046}.
Then close the editor, switch to your desktop (close or minimize all
applications) and press the F5 Button on your keyboard. The icon should
now appear.
If I have misunderstood your question, forget what I have written ;-)

Thanks - I'm referring to the mail shortcut in the control panel not the
outlook icon. It is the one in the control panel that makes it easy to go
straight to creating profiles, data files and accounts - like you would in
Outlook under tools e-mail accounts.

Did you try what Brian suggested? If yes and it did not work it would be
better if you would ask in a windows newsgroup.

Does the file %CommonProgramFiles%\System\MSMAPI\1033\MLCF32.CPL exist?
That's the Control Panel extension controlling mail.
