Outlook 2003 Favourite Folders resetting

Any changes I make to the Favourite Folders in Outlook
2003 are lost when I close Outlook.

Whatever I do, Outlook always starts with "Inbox", "Unread Mail", "For
Follow Up"
and "Sent Items" as the only things in the list.
