Folder Syncrhonization

I believe folder synchronization is causing extremely slow email receiving,
extremely slow Web surfing and the speed at which other PCs on our network
can access a db on my PC.

What is folder synchronization?

How do I disable, at least temporarily?

What type of account?  What version of Outlook?

Frankly, I don't know what "folder synchronization" is in this context,
since I think there should be none, unless you're working offline.

As far as I know, not for POP accounts.
