Outlook does not create a "Spam" folder. It creates Junk Mail folders. You
may have a third party software that does this - in that case, apply your
suggestion to the makers of that software.

I realize this. I am just wondering if there is a way that I can get the
"spam" folder to give me the option to "empty" it the same way the delete
and junk mail folder can.

The reason for Junk E-mail and Deleted Items mail folders have the 'Empty
Junk E-mail Folder' and 'Empty Delete Items Folder' in the pop-up context
menu is that Microsoft programmed it that way in Outlook 2003. The Junk
E-mail and Deleted Items mail folders are designated mail folders in
Outlook.
User created mail folders in Outlook 2003 do not have this feature.
