can't open up the link in an email

Outlook 2003 Pro on WinXP . Several weeks ago started generating following
msg when try to follow ANY link in an email. "This operation has been
canceled due to restrictions in effect on this computer. Please call your
network admin"..Our NETWORK ADMIN can't solve this problem.
Your help would be much appreciated.

IE Tools->options->Programs Tab->Reset Web Settings.

After furious head scratching, L.J. asked:

I've also had this problem, however the suggested solution (reset web
settings) did not work for me.  Anything else?
