Help with Popup Blocker

My Popups are always blocked rergardless of whether I turn off the PopUp
blocker.

Even when I close and restart IE, the PopUps will not launch.

There is a small window that appaers with a "view" link in the lower
left-hand corner but when I click on the "view" link nothing happens.

I tried adding the site to the "Allow PopUps" list but still  the PopUp
won't launch.

Does anyone know how to handle this?

I am using IE version 6.0.2900.2180.xpsp_sp2_gddr.050301_1519 on XP SP2.

Not an Outlook issue - suggest you repost to a Windows XP group.
