Outlook sending email issues

I am using MS Outlook 2003, Norton Internet Security 2006, and Windows
XP Pro SP 2.
I have the Personal Firewall turned off and worm blocking turned off.

If I try to send an email and it is not sent for some reason, like if
the email server times out, then it will never resend it.

Disable mail scanning by the antivirus portion of NIS as well to see if that
helps.

Thanks but it did not help.

Outlook will work fine.  Then it will expericence an timeout with the
smtp server.
Then it will stop sending the emails.

If I try to resend then they are not sent.

I rebooted and it worked fine for a while.
