Outlook doesn't start any more after blue screen - what to do?

I had a blue screen and since Outlook hangs after startup. It doesn't
seem to be a corrupted Outlook.pst file - I tried with a backed up .pst
file already and even with an empty .pst file (backed up directly after
installing Outlook) and nevertheless Outlook starts up and then hangs
with the splash screen shown. After a while the window title changes to
Outlook (not responding) and one can only kill the program...

After failed attempt Outlook asked whether to start in Safe Mode but
even in that mode it hangs.

What can I do from here?

Do a repair on Office/Outlook from the Control panel | Add Remove.

Then see if Outlook will start in safe mode:
From the run line Outlook.exe /safe
