sharing contacts

Outlook 2003 and Exchange Server 2003.

I have two users that would like to share their contacts. Is the best way to
do this to create a public contacts folder and only allow them access to it?
Also what's the best way to get certain contacts from their Outlook contacts
folder to the public folder?

I like the Public folders approach best.  They just drag the Contacts into
the folder (not their "folder", just selelct the actual Contacts and drag
them to the destination folder).  If you drag with the right mouse button
you can move or copy.
