Yes, they do include Outlook. Did you install the trial or retail version?

I installed the retail version.
I again checked the back of the retail version package, where there is a
listing of the different office suites and you only see Office Standard has
a check mark next to Outlook 2007.

All those versions have Outlook. The chart on the box is simply confusing because of Business Contact Manager. The only SKU that does not contain Outlook is Home and Student. See http://download.microsoft.com/download/c/2/9/c2935f83-1a10-4e4a-a137-c1db829637f
