Permissions on folders?

We have deployed a folder to our users called "Saved Messages".  It is in
the root of their mailbox.  Can we use a script to change the permissions of
the folder to make them "Create and Read" permissions, so they can put
emails in there, but then no allow them to remove the emails from the
folder?  Also is there a way to not allow them to move the folder?

If it's in the root of their mailbox, I doubt you'll be able to stop from
from doing whatever they want with it.  It belongs to them.
