Delay inbound email

Running Exchange 2003 with sp2 and SBS 2003 with sb1 looking at a way
to delay inbound email.

Situation is that some users get such a large volume of inbound email
that they want to be forced to only view email between 2pm and 6pm
daily.

They often find that looking at 1 or 2 emails end up wasting a lot of
time during the day and there is to much temptation to read email.

Any help will be appreciated thanks in advance

Have them only open Outlook between 2 and 6 or have them work offline until 2 PM.
