After about 3 years of totally ignoring every Outlook trick, today I decided
to clean up my Contact File.  Now that I have everyones name, email, job and
company correct I would like to dump my old "to" file (which has names I
never use) and replace it with a new "to" file. (since some of the names i
use everyday now are not there).  How?

Assuming you mean the autocomplete cache, you need to delete it and start
over. if you really want to prepopulate it, use ingressor.

If you don't want to use Ingressor, simply open your contacts in phone list view, select all, actions->new message to contact - once all the names are in the TO: field, simply press Ctrl+K to resolve them all.  This should populate your nk2 file.  Then delete the email without sending it.

Your amazing....tell your boss to give you a raise!

I wish the Governator were in a mood to give all state workers a raise, but that will have to wait until the contract is up in June of next year.  However, I will pass along your request <eg>  Glad it worked for you.
