I have two accounts set up in Outlook 2007.

I want to receive mail via one but when I hit reply have OL automatically
use the other.  I have already set the other as the default account in
TOOLS-- ACCOUNT SETTINGS.  Is this possible and if so how?

No it is not possible automatically.  Outlook used the receiving account to send by default.  You would need to change it manually for each item you send (use the Accounts button).
