I am trying to read netnews using Outlook. When I use Outlook Express, it
also download's email.  I do not want to have my email download to any
program except Outlooks

How can I set Outlook to read netnews?

Outlook doesn't read news. In Outlook do Go-News (if it's not there, add it
from the Customization function). That will call Outlook Express in
Newsreader mode, and it won't download any email.
BTW, if you don't use OE for email, why have you got an email account in OE?
Remove it!

Aside from Gordon's good response...

What version of Outlook are you using? There are some third-party utilities
you can get to add-into Outlook that will do NNTP reading.  Some are good,
some not-so-much.  They tend to be resource hogs though, so I've shied away
from them.

Better to just use Outlook Express in /newsonly mode for it, in my opinion.

I've tried most of the popular ones, and IMHO they are none of them as good
as a proper newsreader....

The list of addins is here: http://www.outlook-tips.net/howto/news.htm but
OE is much better for managing a lot of accounts or servers and the new live
mail client (it will eventually replace OE) offers spell check as you type.
