When opening outlook, it usually gives me a message saying that data file did
not
close properly. Does anyone know what this means and how it can be fixed.

It means outlook didnt properly close on last use, possibly caused by
outlook comm addins or other apps intergrated with the data file, eg
Fax/sync/dts software
Maybe also that your data file has a problem, try scanpst.exe, the repair
tool on your data file, with OL closed
