I am using a hosted exchange service through my web host.  Do I need
to backup my Outlook data or is my exchange data my backup?

Your Exchange data is your original. Ask your hosted Exchange service
provider to ask who is responsible for the backups and which method they
advise to use for their service if you need to do it yourself.

An end-user method for backing up Exchange is described here;
