Outlook 2007 - Modifying Ribbon

When I create a new email using Outlook 2007, a blank email pops up along
with a Ribbon with serveral tabs.  I'd like to modify the ribbon to display
a "read receipt" option instead of a "priority" option.
Can that be done or do I need to go into VBA to make those type of changes?

Much easier way - add "Request a Read receipt" icon to the QAT (Quick Access
Toolbar)....

Ribbon.

You can't modify the ribbon as such in any Office 2007 module AFAIK....

The Outlook 2007 ribbons can only be modified using COM addin code.
