I have tried reloading the program, but the Custom Animation task bar remains
grayed out.  I must be missing something. Everything else seems to work
properly.  My version is Powerpoint 2003.

How are you accessing the animation pane?  Do you have an object on the
slide selected before opening the task pane?

Go to SLIDE SHOW >> CUSTOM ANIMATION. Or you can right click on any element
and choose CUSTOM ANIMATION for the animation pane to open.

Go to Tools--> Options, Edit tab and see if the animations option has a
check
next to it. If it does, remove the check and see if you can access the
animation task pane.
