2003 PPT files open as PPS on Intranet

PowerPoint 2003 ppt files open as a PPS when launched via a link on our
Intranet.  We were told that this was a security setting with XP
computers and could not be changed.

We are aware that we can right click and "Save Target As" to enable
someone to edit the file.  Is there anyway to have the file open up as
a PPT?

It's controlled by the user, though they may not realize it.  See
