Other than in PowerPoint, where you see a tooltip that displays the names of the
various scheme colors in the color picker, I don't know of any such feature.
Have you seen it do this in some other program perhaps?
If nothing else, there's a very handy little utility program called Pixie that
shows you the color of any point on screen you hover the mouse over.

I think the problem will be in assigning color names. There are many apps
that show the pixel RGB values, but to assign a name (like "light
blue-green") to that requires a bit more judgment than most apps can muster.
