As I'm constructing the template, I've noticed that I can't have the guide
lines show in the exact spot that I want them to when I open a new
presentation.  Is there any way that I can standardize where the guide lines
are so when an employee creates a new presentation, the guide lines will show
them the work area?

Or...is there any way to make a left & right margin that no one will be able
to cross even though there will be no guide lines to visually stop them from
crossing this 'border'?

No to both, I'm afraid.

This will let you create a visual display of what's on/off the approved area,
though:

Toggle a design grid on and off
