I want to be able to use state maps joined together to create sales
territories but I can't find any maps that I can break apart or join. Any
suggestions?

Look here, there are some maps who can be broken apart.

I do not think you will find something useful in the office online clip art
database. Most of them are unbreakable If I recall it right.

Try SmartDraw. They have a large number of maps that can be broken and
grouped in almost anyway you need.
