I want my bullets contained in my slides to appear one at a time when the
presenter clicks on the mouse, is this possible? If so, how?

Yes.
Highlight the text. Go to:
Slide show > Custom Animation
In the animation Task Pane, click Add Effect.
Select the Entrance style you prefer.
Adjust settings so that all bullets start On Click.

Click on your text box with the bullets. Choose Custom Animation from the
Slide Show menu. Set an entrance effect. By default, it should bring
bullets in one at a time, but there are many settings that can bring sub-
bullets in one at a time or bring the whole thing in at once or ...
