Slide Master changes fonts, etc. Title master changes the master only. Can I
write a title once for the presentation and have it appear on each slide.

You don't want to put your title in the title area on the slide master.
Instead, add a new text box with the title. This will appear on every slide
(except title slides, if you have a title master).

Sure.
Choose View, Master, Slide Master.
Anything you add there will appear on all slides based on the slide master.
Add a text box, make it say whatever you like, format and position it to taste.
You may want to copy and paste it to the Title Master if you have one, or to all
other slide/title masters if you use a version of PPT that supports this.
Then return to Normal or Slide view and you're in business.
