Well, since I haven't received a response from the original poster, I'll at
least post this in case anyone else has this issue.
This is a known bug in Beta 2 of PowerPoint 2007. (I know because I reported
it quite some time ago.) It has been fixed, but I don't know if it will show
up in the Beta 2 Technical Refresh or not.
Folks, it really helps to mention which version of PPT you're using.

It carries backward. I edited a presentation started in 2000 with
2007B2, and kept hitting the same problem, even though I gave up and
edited it in 2003. It also affects new charts made in the existing
presentation (2000-->2007-->2003). Glad to know I'm not nuts. Not
thrilled there isn't a solution. Sigh...

You're definitely not nuts, but it is rather freaky when it happens. :-)
IIRC, it's associated with compatibility mode. If you're making your edits
while in "straight 2007 mode," the axis should be okay. I think. Basically,
that means you open your PPT file and save it as a PPT 2007 file (.PPTX).
Then do your editing. Finally, save it back to 2003-compatible .PPT once
you've completed the editing.
