create a presentation that allows others to move slides, but no ed

Is it possible to create a presentation that upon opening will not allow any
slides to be edited (text, objects, images, etc), but WILL ALLOW THEM TO
MOVE, REARRANGE slides?

This is not really possible, but there are some workarounds that might be
sufficient. For example, if you save the slides as JPEGs and create a new
show with just the pictures of the slides, there won't be any text to edit
or objects to move, but there will be slides to rearrange.
