Is there a way to reduce the delay before a tooltip appears when the mouse
hovers of it?

Jeff,

Not that I know of as it seems more controlled by the operating system. You
could try a hyperlink to a slide and an animation on delay? Bit hard,
though.

I'll check on the OS side.  I think you are correct and there are settings
for it there.
