Creating slides from a database

I have a database with references - logos, title, short text & long text
along with other information, with keywords for industry (like 'Public
Sector') and offerings, (like 'Training' or 'Web development').

When I do a proposal it's a specific offering for a customer in a specific
industry.

I would like to be able to go to our database and, directly or via some sort
of export, create a set of powerpoint slides for our references, using a
table-like template with placeholders for each database field, much like mail
merge in word (but using images as well), that would include the references
that match industry and/or offering.

Can it be done?

Sure, have a look at datapoint at www.presentationpoint.com. Especially
for merging look at slide properties > data scrolling.

Another option to consider is our PowerPoint Automation Toolkit - is is very
much like mail merge for PowerPoint .
It lets you can insert data or text into slide templates you define.
Presentation generation can occur client-side, server-side, or a
combination.

In addition to the other suggestions, have a look at http://merge.pptools.com
