I'm trying to do a mock up of a button (badge or pin type) and I am trying to
make some text along the border of the circle.  Is there a way to do this in
PPT?

Insert your text as word art.

In the word art menu > word Art shape
Choose the a semi circle shape
fine tune with the yellow / white and green handles
