I need to make sure the underlying data for charts in a PPT is NOT avaiable
to viewers to whom I email the presentation. How can I ensure the links to
the Excel spreadsheet, and none of the data itself, is contained in the PPT
file?

Ungroup each chart.  That converts it to a picture of a chart and throws away
the data.

I'd be sure you have Fast Saves turned off in Tools, Options, then save the PPT
file under a new name after doing the ungrouping.

You can keep one copy with the charts intact, then do the ungrouping on a copy
that you're going to send out.

A bit tedious to do all that by hand, so you might want to have a look here:

Ungroup all the OLE objects in a presentation
