How can I repeat a group of animations on the same page in a Power Point
presentation?

You could try making the slide a custom show (slide show > custom shows> new)
In slide show set up show tick repeat until esc.
You will need to provide action buttons to hyperlink from the main show
(tick show and return) and also on the custom show slide to "end show"

Your response seems helpful, but I do not understand the term 'show tick'.
thank you

Sorry it was not very clear!

In the menu "slide show" > set up show > tick the box " repeat until esc"

The effect is what I am looking for, but is there a way to have the same
thing happen only on one slide, until the user advances to the next slide?

My presentation is to show users the steps they need to take to accomplish a
task (using screen shots from the program they are working in). I want the
figure and animation to repeat on the slide until the user is ready to
advance to the following step.

thank you for your time.

you can copy and paste the animated groups on top of one another until you
have the desired number of "loops".
