My package to CD option has been available in the past, but now no longer
available.

Make sure you have all the service packs applied to your version of
PowerPoint. You also might try to do a detect and repair to see if that
clears up the problem

Tools > customize
In commands highlight "file" and see if its in the scrolling list to the
right.
